According to the announcement of the results of the 5th round of the TCI journal quality assessment (2025-2029) on 4 February 2025, the TCI Centre received a large number of inquiries concerning how to cite the TCI journal quality tier (Tier 1, Tier 2, and Tier 3) for research/academic articles that are under review or in the process of publication, for purposes such as academic promotion applications, degree completion, or quality assurance. In this regard, the TCI Centre hereby issues the following general guidance:

1. For any article that received a final acceptance from the journal editor prior to 31 December 2024, the journal tier should be cited in accordance with the results of the 4th round of the journal quality assessment (2020-2024), even if the article subsequently appears in an issue published after year 2024.

2. For any article that received a final acceptance from the journal editor on or after 1 January 2025, the journal tier should be cited in accordance with the results of the 5th round of the journal quality assessment (2025-2029).

For clarity, examples are provided below:

Example: Articles X and Y were submitted for publication to Journal A. Journal A was classified as Tier 1 in the 4th assessment round (2020-2024), but was downgraded to Tier 2 in the 5th assessment round (2025-2029).

Case 1: Article X received final acceptance for publication in Journal A, as indicated in the acceptance letter dated 10 December 2024; however, the article will appear in Journal A in 2025. In this case, Article X should be regarded as published in Journal A when it was classified as a Tier 1 journal.

Case 2: Article Y received final acceptance for publication in Journal A, as indicated in the acceptance letter dated 1 January 2025; however, the article will appear in Journal A in 2025. In this case, Article Y should be regarded as published in Journal A when it is classified as a Tier 2 journal.

Nevertheless, the above constitutes guidance issued by the TCI Centre only. The final determination of the quality tier applicable to a research/academic article remains subject to the authority of the highest executive of the relevant organization, as well as the official regulations and announcements of the author’s affiliated institution (i.e., the institution of the lecturer/researcher/student).
