Primary Conceptual Framework for Enhancing Collaboration in the Policy Implementation of Temporary Border Migrant Workers
Abstract
Collaboration was the key factor supporting the government administration in public services which were transforming to be governance era. This was a new challenge that many sections had roles to propel public services by using primary framework in building collaboration on border alien labor commuters, conforming with the frameworks of Ansell and Gash (2008) and Emerson et al., (2011). In order to know the important details about collaborative public services characteristics, there was a pattern used in studying collaborative public services which Emerson et al., (2011) explained in the form of systematic pattern. Moreover, adopting public services policy was analyzed to creating conceptual framework for studying current public policy which focused on combined policy, then the conceptual framework for building collaboration in adopting border alien labor commuters policy. This was the proposal for building collaboration of sections to adopt this policy systematically. However, there was a suggestion about which effective factors needed to be considered so that the framework adopted conformed with current public policy.
