Public Choice Theory: Assumptions and Applications for Public Sector Management Improvement in Thailand

Abstract

This article begins by introducing Public Choice Theory and its development as a field of Public Administration. The author then proposes six key assumptions of Public Choice Theory based on the concepts of (1) incentives, (2) exit, (3) voice, (4) decentralization, (5) citizen participation, and (6) citizen co-producers. The application of each assumption and its value is also illustrated. Strategic policies for the public sector management improvement are also specifically recommended.
