Abstract

The purposes ofthis study were to examine the overview problems of contracted teachers in schools under the Administration ofBangkok Educational Service Area Office 3, the effects ofdecreased work morale, and problemsolving approaches from the viewpoint ofcontracted teachers, andto determine the viewpoint ofadministrators or teachers taking part in evaluating the peiformance of contracted teachers working in the present temporary employment contract system. The sample consisted of26personnel who are contracted teachers in primary andsecondary schools, andadministrators or teachers who take part in evaluating the peiformance ofcontracted teachers working in schools under the Administration ofBangkok Educational Selvice Area Office 3. The research method was unstructured interview. The results of this study revealed the following:

The overview problems ofcontracted teachers were: (1) not enough salaryor welfare, unsecure jobs, differences in job status, andno career path or transparent evaluation process; (2) a poor work morale that affects all stakeholders (contracted teachers, students, andschools-mostare contracted teachers attempting to pass the civil service examination, so the students are affectedby inconsistency andless dedication to teaching, andthe school always has to recruit new employees; and (3) the problem-solving approaches regarding decreased workmorale were twofold: salmy or welfare increases, andcontract transformation to addmorejob security.

Regarding the viewpoint ofadministrators or teachers that take part in evaluating performance, it might be concluded that the positive aspects of the temporaty employment contract system were the creation ofenthusiastic contracted teachers, recruiting the "right" employees, the removal ofemployees orteachers that have failed the evaluation, andthe resolution ofthe shortage of employees in the intermediate term. On the other hand, the negative aspects of the temporary employment contract system were decreases in the workmorale, loss ofsome employees, the creation ofinconsistency in learning, andwasting time in training and in developing new employees.
