Abstract

This paper aimed to study the political and administrative structure; process of Pak Kret Municipality’s resource allocation, and its trends. Research method involved documentary research.

The research findings revealed the stakeholders on resource allocation of Pak Kret Municipality to be its executives, its councilors, the people, and various municipal departments—all with different roles in such allocation. Furthermore, the planning and scrutinizing of the annual expenditure budget
was an important process in the Municipality’s resource allocation, with clearly defined procedure. Resource allocation factors were the annual budget, public problems and needs, previous year operational outcome, and political power
of interest groups. Such allocation, therefore, involved many negotiations, compromises, and co-ordinations.

It was likely that Pak Kret Municipality would have a smaller budget and would have to depend on government subsidies, while having to bear an increasing number of missions resulting from decentralization and mission transfers. Thus, it would have to pay more attention to the correct and careful
planning, resource allocation, and operation, including adaptation to cope with future changes.
