Abstract

This article is aimed at analyzing the role the Thai government in opening up new opportunities for public engagement in public service delivery. Specifically the government has changed the level of public participation from public consultation which limited the role and power of citizens to collaboration in forms of participatory governance and collaborative governance where citizens could enhance in government decision-making. This reflects the innovation of Thai government to design a new model of collaboration between public agencies and citizens to solve collective action problems. Two case studies of Lamphun province and the Department of Marine and Coastal Resources, Ministry of Natural Resources and Environment are presented.
