Implementation of Foreign Labor Policies in Chonburi Province

Abstract

   The study titled "Implementation of Foreign Labor Policies in Chonburi Province" aims to achieve three primary objectives which are 1) to examine the implementation of foreign labor policies in Chonburi Province, 2) to investigate the obstacles and challenges in the implementation of these policies in Chonburi Province, and 3) to explore developmental approaches for the implementation of foreign labor policies in Chonburi Province. The researcher employed a mixed-methods approach, integrating both qualitative and quantitative research methodologies. The study uses purposive sampling for defining the research area and applied content analysis for qualitative data, while quantitative data were analyzed using descriptive statistics and correlation analysis to explain variable relationships (r).1. The findings revealed that the foreign labor policies fall under the jurisdiction of the security division of the Department of Provincial Administration, Ministry of Interior. These policies aim to maintain public order and internal security. Although the government’s focus might be on security, the policies positively impact employers and employees. The overall implementation of these policies in Chonburi Province was found to be at a high level. 2. The study found that there was minimal public awareness and understanding of foreign labor policies due to inadequate dissemination efforts, particularly involving local community leaders and officials. This lack of knowledge and understanding among the public, community leaders, and entrepreneurs hindered effective policy implementation. Moreover, the lack of integration and coordination among relevant authorities led to inconsistent and uncoordinated efforts. Decision-making obstacles faced by policy implementers further complicated the situation, highlighting the inadequacy of the policies in a province with stringent measures against illegal foreign labor.  And 3.The study suggests that policies need to be clearly defined, comprehensive, and capable of practical implementation without causing confusion among implementers. The policies should be consistent and adaptable to changing circumstances. Training for officials on their duties and relevant laws is essential. A collaborative network among policymakers and clear, flexible guidelines are recommended due to Chonburi's significant reliance on foreign labor in various sectors such as industry, construction, services, and agriculture. Policies should be area-specific to ensure suitability and effectiveness.
