The Solving Guidelines of Smog Problem for Chiang Mai Province

Abstract

The purpose of this article was to present the solving guidelines of smog problem for Chiang Mai province. From studying solving guidelines presented by Vithitanon and Smoke Project of Faculty of Political Science and Public Administration, Chiang Mai University showed both policy and practical solving guidelines. However, the important conditions of success in solving smog problem in Chiang Mai province were: 1) measures of supporting, enforcing and setting campaign 2) decentralizing taxation 3) concept of buying and selling carbon credits and 4) enthusiasm and awareness of people. Anyway, when brought the social partner concept of Pierson and the urban recovering process of Mackintosh to combine with the Community Benefits Agreements (CBAs) concept of Been, solving guidelines of Vithitanon and smoke project of Faculty of Political Science and Public Administration, Chiang Mai University, these led author to create the smog solving guidelines with Society Benefits Agreements approach which was: 1) to create the processes of being the social partner by supporting the collaboration between stakeholders within society 2) to operate under limited resources, labors and own skills 3) to determine the processes and make opportunities in negotiating between representatives from many sectors and 4) to operate along the agreements with transparency and abidance as the commitments of society.
