The Imperative for Change: Directly Elected Governor and Economic City Development in Chonburi Province

Abstract
This article analyzes the contextual drivers necessitating administrative reform in Chonburi Province through three principal dimensions: economic potential and structural constraints, spatial governance, and democratic legitimacy. Drawing on decentralization theory, economic city governance concepts, and public accountability frameworks, the findings reveal that Chonburi—with a Gross Provincial Product exceeding 1.08 trillion baht and serving as the core of the Eastern Economic Corridor (EEC)—faces a critical governance imbalance. The system of centrally appointed governors, who serve an average tenure of only 1.6 years, generates three structural problems: policy discontinuity, absence of area-based outcome accountability, and misalignment between provincial administration and EEC governance mechanisms. Comparative analysis of Bangkok Metropolitan Administration, Incheon (South Korea), Aichi (Japan), and Iskandar Malaysia confirms that directly elected provincial leaders with four-year terms constitute a critical success factor for special economic zones. The article therefore proposes enacting a Special Administrative Act establishing Chonburi as a special-form local government with a directly elected Provincial Administrator, alongside local fiscal reform and robust accountability mechanisms.
