Abstract
In this article concerning on Bangkok Metropolitan for Complete Decentralization. The
author's idea is to present Complete decentralization. The new Constitution of the Kingdom
of Thailand, B.E. 2017, places importance on the decentralization of power to local areas. But
at present, decentralization through local government in Thailand is not yet complete. There
are 2 types of local government in Thailand: general local government with special forms of
local government consisting of Bangkok and Pattaya. This article will present a special form of
local government, Bangkok, which has a single-tier administrative structure. Emphasis on
centralizing power in the elected Governor of Bangkok. And there is a legislative council
elected by each district, 1 person, and the 50 districts of Bangkok have civil servants stationed
in every district. The performance of missions in the district will follow the regional
government model for the most part. Work must be in accordance with the policies of the
Governor of Bangkok. The problem that follows is There is a lack of public participation
structures in each district that should come in the form of district level administrators. and
the district level legislature that is elected by the people in that district. or add a citizens'
council made up of representatives of people from all walks of life in each area. The Citizens
Council will act as an advisor, which is called a strengthening of participation to decentralize
power into every community. Such district-level structures are called ground-level structures.
The article will compare the world's major cities, including New York City, London City, Paris City, and Tokyo City. With a two-tier
administrative structure, only Bangkok has a single-tier administrative structure. Therefore, in
order to comply with the new Constitution of the Kingdom of Thailand, B.E. 2 0 1 7 , regarding
the decentralization of power to local areas. The administrative structure of Bangkok must
therefore be full. It is called a two-tiered governance structure to enable the development of
democracy and build closeness with the people within the local area. Responding to the
diverse needs of local people and strengthen local government by the people (Local-Self
Government) as much as possible.
