THE DESIRED COMPETENCIES OF ADMINISTRATORS IN THE 21ST CENTURY

Abstract

This study aims to analyse the administrative environment of the 21st Century and the consequent desired competencies of administrators. The research methodology is qualitative, using two data gathering methods: content analysis of relevant documents and an open academic debate between five qualified academics. Content analysis is used to interpret the results. The research results indicated that internal environmental issues which administrators should emphasize in the administrative environment of the 21st century include organizational structure, system organization, and organizational culture, while external environmental factors include political and legal environment, economy, technology and society and culture. Transnational environmental issues include the ASEAN Economic Community, transnational communication, trade and investment, transnational conflict and the formation of trade blocs. The desired competencies of administrators in the 21st century were: 1) key competencies of professional development, and following ethical and moral standards; 2) job performance competencies of analytical thinking, holistic thinking, care and development of others, seeking information, cultural sensitivity, proactive work, self-confidence, ability to communicate motivationally and building relationships, and; 3) administrative competencies of vision, public sector strategies and self-control.
