Ways for Local Governmental Organizations Development and Moving toward ASEAN

Abstract

Local governmental organizations (LGOs) in Thailand have been established and developed for long time. At least from the most important changing of the political system in B.E. 2475 to the present or more than 84 years. The changing and development of LGOs are closed relations to the national political context, which usually instability and illegitimate. After political conflicts happened, it evolved to crisis situation and finally the military leaders used the state mechanism to take coup and erased the constitution and government. Such changing in national politics have impacted to LGOs in many ways. So it is very interested to study about that impact for the changing and developing of structures, power and functions, and institutions of the LGOs in the past to the present time and to the future. And study of some important concept and practice for LGOs into Asean changing processes.


By documentary study about LGOs development and some constitutions which based on democratization will and LGOs laws from the past to the present time. The facts showed that the LGOs development are depended on the political leaders in national government positions, whose faced on political instability and illegitimacy in many conflicts from inside and outside government. So it is the top – down development that make modernization for the LGOs’s structures in the most of 5 kinds of LGOs. There are limited in many parts of LGO’s functions in term of decentralized of powers, that make less development of LGO’s institutions. While the local peoples are not perceived in the self – governed principle. Social forces to support LGOs development, therefore, are weakened.


“ASEAN” be formed for nearly 50 years and developed the association of 10 nation members to the three main pillars for more competition in rapidly changing of the globalization era. It is going to AEC, the first pillar, from the end of the year 2015, that means to have more co-operation and be oneness of the members. For that changing of Asean, LG0s have to focus a main duty in human resources development (HRD) for the purpose of sustainable development in the future.
