Abstract
Contemporary concepts in the study of governance of the western world are becoming a major trend in the field of public administration. Thai scholars in the field of public administration should recognize and give priority. In the western world, the scholars have paid attention and focused on the concept of governance in terms of the movement of thoughts from the traditional public administration to the governance at all levels. The concept of governance also includes the administrative values of integration with the core democratic value that is right, freedom, equality, accountability and verification called democratic governance, a large flow of the contemporary world. This article aims to present the movement to this concept along with an analysis, and an introduction of this concept is applied in the analysis describes the study of public administration on issues of educational quality of Thailand, especially under the concept of accountability which is being able to detect it. Moreover, the accountability is one of the major components based on the concept of democratic governance in accordance with the concept of the new public service.
