China’s Policy on Development of Modern Agriculture, Famers and Countryside

Abstract

China has a population of 1367 million, representing 20 percent of the world population. Meanwhile, the agricultural acreage accounted for 6 percent of global arable land. Food security was a priority mission of the government. The Chinese government attaches importance to the development of agriculture, farmers and countryside life. Beginning in January of each year there is a policy statement on the development of China’s agriculture and such a statement is called a No.1 Document. This article aims to provide knowledge about the concept and China’s policy on development of agriculture, farmers and countryside by studying the statement and official document. The study found that 1) the policy of the Chinese government announced covered five aspects: 1. to accelerate the development of modern agriculture by changing patterns of agricultural development. 2. to increase farmers’ income and to create incentives and benefits to farmers. 3. to promote unity and rural development needs. 4. to add activities to deepen rural development and reform 5. to strengthen the law for a career in agriculture, farmers and rural areas. The policy was consistent with the situation of food security, both internal and global levels. 2) with the efforts of 3 decades especially the 5th Chinese leaders , agriculture, farmers and the creation of new rural of China succeeded magnificently. 3 ) While formulating the policy, China has considered external and internal factors. Policy formulation model is the top-down model, public participation is very limited, and the implementation of the policy also emphasizes on the role of the central government as well which is believed to be one of the most effective ways to make policy successful.
