Administration According to Good Governance Principles in Lao PDR: Attitudes of Civil Servants at City Administrative Offices

Abstract

This article aims to study the attitude levels of civil services at city administrative offices in Lao PDR towards the administration according to good governance principles and to propose guidelines for improving the administration under these principles. The quantitative research method was applied in this study. The purposive sampling technique was used to select 73 civil service officers who have worked at city administrative offices in three cities. Data were analyzed using descriptive statistics, frequency, percentage, mean, and standard deviation. The findings that indicated the overall view of the attitudes towards the administration based on the good governance principles is at a moderate level. When comparing the attitudes item by item, five items out of thirty-five have a low level, which requires urgent and serious improvement. The guidelines for administration development based on good governance principles show that the city administrative offices should improve their administration of both policy and operation issues, focusing on three main principles: 1) modernity and efficiency, 2) public participation, and 3) responsibility.
