Abstract

          This research article aimed to: (1) examine the levels of competency development among procurement officers at the regional government agencies in Sukhothai Province; (2) compare the effects of personal factors on their competency development; and (3) propose guidelines for enhancing them. This study employed a mixed-methods research design. The population consisted of 49 personnel. The research instruments included a questionnaire and an interview form. Data were collected through questionnaires, interviews, and documentary analysis, including a systematic review of relevant documents pertaining to the research objectives. Descriptive data were analyzed using content analysis techniques.

           The findings revealed that:

  1. The overall level of competency development among procurement officers was high in all dimensions. Behavioral and attitudinal dimensions were rated at the highest level, indicating that personnel exhibited strong ethical standards, a high sense of responsibility, and a strong commitment to their professional duties.
  2. With regard to the comparison of personal factors influencing the competency development of procurement officers at the regional government agencies in Sukhothai province, gender and average monthly income were found to have a statistically significant effect on overall competency levels. This finding indicated that the socio-economic structural factors influenced opportunities for professional development, as personnel with higher income levels or higher positions tend to have greater access to training and professional experience.
  3. Regarding guidelines for enhancing the competency development of the procurement officers at the regional government agencies in Sukhothai province, key strategies included the development of updated operational manuals, the establishment of a structured mentoring system, the promotion of inter-agency knowledge management, and the strengthening of risk management and ethical competencies. A major challenge identified was the frequent turnover of responsible personnel, resulting in a lack of continuity in operational processes.
