การจัดการการสื่อสารในโมเดลความร่วมมือแบบมหาวิทยาลัย–มหาวิทยาลัย–ภาคธุรกิจ (UUE): กรณีศึกษาความร่วมมือเชิงยุทธศาสตร์ไทย–จีน

บทคัดย่อ

               การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาเชิงลึกเกี่ยวกับกลยุทธ์การจัดการการสื่อสารในบริบทที่ภาษาอังกฤษทำหน้าที่เป็นภาษาสื่อกลาง (English as a Lingua Franca หรือ ELF) ภายใต้โครงการสถาบันจิงซื่อ (Jingshi Institute) โดยความร่วมมือทางยุทธศาสตร์ระหว่างประเทศไทยและประเทศจีนที่ดำเนินงานสอดคล้องกับข้อริเริ่มแถบและเส้นทาง (Belt and Road Initiative หรือ BRI) ของจีนและนโยบายประเทศไทย 4.0 ทั้งนี้ งานวิจัยนี้เป็นการศึกษาแบบเจาะลึก (Deep-dive Inquiry) ที่ขยายผลเพื่ออธิบายอย่างเป็นลำดับ (Sequential Explanatory Extension) เพื่อตอบคำถามอธิบายข้อค้นพบจากการศึกษาเชิงปริมาณก่อนหน้า (Luo & Chaisiri, 2023) ซึ่งได้ระบุถึงข้อจำกัดด้านพฤติกรรมการใช้ภาษาและปัญหาการสื่อสารข้ามวัฒนธรรม การศึกษาในครั้งนี้จึงมุ่งหาคำตอบว่าบุคลากรระดับบริหารและระดับปฏิบัติการมีกลยุทธ์   ในการจัดการอุปสรรคเหล่านั้นอย่างไร โดยใช้การสัมภาษณ์แบบกึ่งโครงสร้างกับผู้เข้าร่วมให้ข้อมูลในงานวิจัย จำนวน 8 ท่าน จากภาคการศึกษาและภาคอุตสาหกรรมของทั้งไทยและจีน การวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เชิงธีม (Thematic Analysis) ตามแนวคิดของ Braun และ Clarke (2006) และประเมินความเชื่อมั่นของรหัส(Codes) ด้วยค่า Cohen’s Kappa ผลการวิเคราะห์ข้อมูล พบว่ามี 5 ประเด็นหลัก (10 ประเด็นย่อย) ได้แก่ กลยุทธ์แพลตฟอร์มดิจิทัล (การเลือกแพลตฟอร์มตามสัญชาติและการใช้ AI แปลภาษาแบบเรียลไทม์) กลยุทธ์การสื่อสารแบบไม่ประสานเวลาและพหุสารัตถะ (การส่งเอกสารล่วงหน้าและสื่อทัศนูปกรณ์) การจัดการด้านเอกสารและธุรการ (เอกสารภาษาอังกฤษที่เป็นทางการและการบันทึกการประชุม) ตัวกลางและการทำความเข้าใจ (ความท้าทายด้านสำเนียงและการพึ่งพาตัวกลางมนุษย์) และการพัฒนาวิชาชีพและความก้าวหน้าในอาชีพ (การเรียนรู้ด้วยตนเองและการเคลื่อนย้ายทางอาชีพ) ซึ่งข้อค้นพบเหล่านี้ชี้ให้เห็นว่าผู้เข้าร่วมวิจัยตระหนักถึงความสำคัญของแพลตฟอร์มดิจิทัลและการปฏิบัติการสื่อสารแบบพหุสารัตถะในฐานะโครงสร้างพื้นฐานที่ช่วยลดอุปสรรคในการสื่อสารและส่งเสริมการพัฒนาทุนมนุษย์ในระดับนานาชาติ โดยทำหน้าที่เป็น “นั่งร้านดิจิทัล” (Digital Scaffolding) ที่สำคัญ ทั้งนี้ในเชิงนโยบาย ผลการวิจัยได้เสนอแนะกรอบความร่วมมือระหว่างประเทศที่ควรให้ความสำคัญกับสมรรถนะดิจิทัลระหว่างวัฒนธรรม (Digital-Intercultural Competency) มากกว่าเพียงความเชี่ยวชาญทางภาษาในรูปแบบดั้งเดิม และควรมีการจัดสรรงบประมาณเพื่อส่งเสริมความยั่งยืนและการพัฒนาใน ด้านต่าง ๆ รวมทั้งโครงสร้างพื้นฐานที่เกี่ยวข้องกับการสื่อสารระหว่างวัฒนธรรมและการขับเคลื่อนด้วย AI อย่างเป็นรูปธรรม
