Innovative Leadership of Administrators’ Impact on Personnel Management Effectiveness at the Schools under the Sukhothai Secondary Educational Service Area Office

Abstract

          This research article aimed to study: 1)the level of innovative leadership demonstrated by the school administrators; 2 the level of personnel management effectiveness at the schools; and 3) the innovative leadership factors affecting personnel management effectiveness at the schools under the Sukhothai Secondary Educational Service Area Office. This study employed a quantitative research design. The sample consisted of 290 participants selected through stratified random sampling. Data were collected using a questionnaire. Data analysis was conducted using frequency, percentage, mean, standard deviation, and multiple regression analysis.

           The findings revealed that:

  1. The overall level of innovative leadership demonstrated by the school administrators was at the highest level. The dimensions, ranked from the highest to lowest mean scores, were vision for change, creativity, innovation organization building, risk management, and teamwork.
  2. The overall level of personnel management effectiveness at the schools and all of its dimensions was at a high level. The dimensions, ranked from highest to lowest mean scores, were recruitment and appointment, personnel development, workforce planning and position allocation, and personnel retention.
  3. School administrators’ innovative leadership dimensions of innovation organization building, creativity, and risk management significantly affected personnel management effectiveness. In contrast, teamwork and vision for change did not significantly affect personnel management effectiveness. Together, these variables explained 65.30% of the variance in personnel management effectiveness (R² = .653), indicating a substantial predictive power.

The predictive equations were formulated as follows:

           Unstandardized predictive equation:

               Ŷ = 0.943 + 0.563(X5) + 0.295(X2) − 0.191(X4)

           Standardized predictive equation:

               Ẑy = 0.014(Z5) + 0.083(Z2) - 0.056(Z4)
