Policy Proposals for Community Participatory Management for Small School under District Uttaradit Primary Educational Service Area Office 1

Abstract

          This research article aimed to: 1) assess the priority needs for community participatory management and 2) study policy proposals for community participatory management the small schools under the Uttaradit Primary Educational Service Area Office 1. A mixed-methods research design was employed. The sample consisted of 311 participants, including school administrators, teachers, and chairpersons of basic education school committees. Additionally, the target group comprised 9 key informants. The research instruments used for data collection were a questionnaire and an interview form. The data were analyzed using frequency, percentage, mean, standard deviation, the Modified Priority Needs Index (PNI Modified), and content analysis.

           The research findings revealed that: 1) the priority needs for community participatory management, ranked from highest to lowest, were participation in evaluation, participation in planning and goal setting, participation in decision-making, participation in implementation, and participation in benefit sharing, respectively; and 2) the policy proposals consisted of policy principles, objectives, and implementation guidelines focusing on establishing strong collaborative mechanisms between schools and communities to enhance educational quality.
