Policy Implementation Framework for Electric Public Bus Transportation: of The Transport CO.,LTD

Abstract

          This research article aimed: (1) to identify the model for driving the electric public bus policy of the Transport Co., Ltd. (Bor Kor Sor); (2) to examine the factors affecting the implementation of the electric public bus policy of the Transport Co., Ltd.; and (3) to propose guidelines for improving the implementation of the electric public bus policy of the Transport Co., Ltd. The study employed a mixed-methods research design. The sample group consisted of 96 respondents, and 10 key informants were selected for in-depth interviews. The research instruments included questionnaires and semi-structured interview forms. Data were analyzed using multiple regression analysis, descriptive statistics such as mean, standard deviation, and percentage, as well as content analysis and thematic analysis.

           The research findings revealed that: (1) the most appropriate model for policy implementation was a hybrid model. The implementation of the EV bus policy could not rely solely on a top-down approach but required participation and cooperation among relevant agencies; (2) the factors affecting the implementation of the electric public bus policy of the Transport Co., Ltd. consisted of policy content factors and administrative management factors. The policy content had to provide clear direction and objectives, while administrative management had to ensure readiness in terms of resources, organizational structure, and personnel. These factors mutually reinforced one another; and (3) the development guidelines for implementing the EV bus policy of the Transport Co., Ltd. should adopt a hybrid network-based approach integrating clear policy substance, administrative readiness, funding mechanisms, collaborative networks, and participatory communication. The outcomes will not only enhance the quality of public transportation services but also contribute positively to environmental sustainability, economic development, and social well-being.
