Driving the Digital Transformation of Subdistrict Administrative Organizations: A case Study of the “SMART BANNOI” Project in Bannoi Sumkhilek, Noen Maprang District, Phitsanulok Province

Abstract

          This research aimed to: 1) examine the levels of success, 2) investigate the factors influencing success; and 3) propose guidelines for developing and improving the digital local government transformation of the Subdistrict Administrative Organization under the "SMART BANNOI" project of the Ban Noi Sum Khilek Subdistrict Administrative Organization as a case study. This study employed a mixed-methods research design. Quantitative data were collected via questionnaires from a sample of 380 individuals and analyzed using percentage, mean, standard deviation, and multiple regression analysis. Qualitative data were gathered through in-depth interviews with 5 key informants and analyzed using content analysis.

            The findings indicated the following:

            1) Overall, the success of digital local government implementation was rated at a high level. Among the dimensions, project sustainability recorded the highest mean score, followed by service efficiency, whereas technological knowledge and skills exhibited the lowest mean score.

            2) The findings identified three key factors influencing the success of digital local government transformation. Organizational culture exerted the strongest influence, followed by personnel digital skills and digital infrastructure. Collectively, these independent variables accounted for 51.3% of the variance in success. In contrast, leadership and management factors did not exhibit a statistically significant direct effect.

            3) Guidelines for enhancing the effectiveness of digital local government transformation include fostering a technology-oriented organizational culture, enhancing personnel digital competencies, strengthening digital infrastructure, and designing citizen-centric services. These approaches aim to enable organizations to achieve sustainable digital local government development.
