Executives at these institutions had to have a clear vision and goals, be creative and innovative, and be capable of proactively applying new innovations for their operations. They also needed to be flexible in their management and treat their subordinates fairly. Transformational leadership was highlighted as a critical factor in building confidence among personnel, which in turn impacted on work efficiency.
