Abstract

          The objectives of this research were: 1) to study the potential of local government organization personnel, 2) to study factors related to the external environment. and the internal environment and developing the potential of local government organization personnel, and 3) to study guidelines for developing their capacities. Quantitative research method was employed. Sample group consisted of employees at the local government organizations in the subdistrict Municipality, and at Subdistrict Administrative Organization in Bang Rakam District Phitsanulok Province. There were 260 people participating in the questionnaire for data collection. Statistics tools used in data analysis were frequency, percentage, mean, and standard deviation.

           The research results showed that:

  1. Personal factors Different job positions had impacts on the development process of the capacities of the local government personnel.
  2. Internal environmental factors affecting their capacities were the organizational the organizational policy, training curriculum, lecturers, duration, and operators. It was at the level of complete agreement. The external environmental factors affecting their capacities were at the level of agreement: both in terms of economic change, social, political, and technological progress.
  3. Internal environment factors affecting the guidelines for developing their capacities were the organizational policy, training curriculum, lecturers, duration, and operators. It was at the level of complete agreement. The external environmental factors affecting the guidelines for developing their capacities were at the level of agreement, both in terms of economic change, social, political, and technological progress.
