The Local Decentralization under the Modern Local Government Paradigm

Abstract

          At present, the trend of decentralization of power to the local to allow people to participate in self-government. are of interest to Thai society Local government, which is the government that is closest to the people, should therefore have Modifications to be in line with current social situations. Therefore, this academic article’s objectives are: 1) to study decentralized authority to the locality under the paradigm of local government from the past to the present; 2) to analyze the conditions of modern local government in line with social changes based on the distribution of true local authority of government, and driven by the participation of the people as local co-owners. From the study, the decentralization to the locality should be adjusted. The roles of central and provincial governments could be divided into two types: 1.) the governors direct, supervise and coordinate as representatives of the central government, and are appointed by the government; and 2.) the provincial governors should come from elections of people in order to be consistent with true decentralization to the locality.
