Guidelines for Development of Teachers' Professional Competence, Faculty of Education in Uttaradit Rajabhat University

The objectives of this research were to study the levels of professional competence of teacher students and to create guidelines for development of teacher students professional competency, Faculty of Education, Uttaradit Rajabhat University. The population used in the research, consisted of 656 supervisor mentors, student mentors and school administrators; and the sample of 248 members was quantified by a size and stratification. The focus group consisted of 9 members. Research instruments were questionnaires and focus-group recording. The statistical tools used for data analysis were the average, standard deviation and content analysis.
The results of the research showed that the overall level of teachers' professional competence of teacher students in all 3 aspects was at the highest level. In descending order, they were namely the performance of teachers' duties and professional ethics, learning management, and building relationships with parents and communities.The guidelines for developing teachers' professional competence in terms of learning management were that students would manage their learning in accordance with the learning content and learning standards set forth in the curriculum, and would write a proactive learning plan for developing learners to be creative thinkers. For building Relationship with parents and communities, teacher students would participate in the activities and engage the community with the school to build networks in the development of quality learners as well as do the community surveys for feedback in integration of the learning management and community development. Also, for the teacher performance and professional ethics, instructors would use teaching strategies of learning curiosity and eagerness. The teacher students would be developed through the concept of social engineers; and the instructors would motivate them to participate in activities for exploring their full capabilities.
