Abstract

          This research aims to study 1) the level of administrative capability under the new normal, 2) the level of educational standards for the fundamental education, and 3) the executives’administration capability under the new normal affecting the fundamental education standards. The population sample group are 322 school executives and teachers in Chiang Rai Primary Educational Service Area 3, with stratified sampling. The research instrument is the questionnaire with 5-rating includes the administration capability under the new normal of executives and the foundation education standards of the school. Reliability equals 0.98 0.986 and 0.988. Statistics used to analyze data include percentage, mean, standard deviation, and multiple regression analysis with Enter method.

           The results provide that 1) for the administration capability under the new normal in Chiang Rai Primary Educational Service Area 3 overall, it is at a high level (x= 4.19 , S.D. = 0.58 ); 2) for the level of educational standards for the fundamental education level of the school in Chiang Rai Primary Educational Service Area 3 overall, it is at a high level (x= 4.30 , S.D. = 0.58 ); and 3)  the administration capability under the new normal is the learning agility and complex problem (x1), resilience and adaptability skill (x2), emotional intelligence skill (x3), communication skill (x4), digital skill (x5), and creativity skill (x6). These skills affect the fundamental education standards, Chiang Rai Primary Educational Service Area 3 with statistical significance at the .01 and .05 levels. Multiple Correlation (R) equals 0.90. 81% of forecasting efficiency (R Square) and 0.25 standard error of the Estimate which can be written as the regression analysis equation below.
