Abstract

          This research aimed 1) to study factors affecting the 21st century teacher competency development; and 2) to find factors for developing the 21st century teacher competency at the schools classified by the school sizes. The population A sample of 152 people consisted of the school directors, the deputy directors, and academic teachers, or related persons under the Uttaradit Primary Education Service Area Office 1. The instrument was the questionnaire with a five-level scale: the behavioral factors affecting the 21st century teacher competency development, and the development of the teacher competency. The reliability was 0.994. The statistical tools used in data analysis were percentage (%), mean ( ), standard deviation (S.D.), and multiple regressions of Stepwise method.

           The results showed that 1) the factors affecting teacher competency development in the 21st century were at the high level, and 2) the developing teacher competency in the 21st century was at the high level. as fellows; 1. the measurement and evaluation, 2. the student support system, and 3. the curriculum administration and learning management of the small school. The analysis results were found as follow: the factors affecting the teacher competency development in the 21st century (Ytot).  Its statistical significance was at .05 level which can be written as the regression analysis as Ytot = 1.367+0.291 X4 + 0.153 X2 – 0.150 X5 + 0.069 X3+ 0.031 X1.
