innovative organizations, a case study of the Department of Disaster Prevention and Mitigation (DDPM). The objectives of the study were to study and formulate the DDPM 4.0 development plan, and the DDPM 4.0 action plans in alignment with the organizational context, the 20-year National Strategy Framework, Thailand 4.0 and Government 4.0. The qualitative research was employed by exploring, collecting and analyzing related documents, official correspondence, related research study and websites. Data were also collected and analyzed from interviews, focus groups, seminars, workshops of government officials, and staff members in the sections involved in the operation of the Department of Disaster Prevention and Mitigation, as well as survey research by distributing questionnaires to the Provincial Disaster Prevention and Mitigation offices to obtain opinions of agencies operating at the local level as the samples. The findings led to the preparation of the DDPM 4.0 development plan and the DDPM 4.0 action plans, consisting of the vision, objectives and 4 strategic issues: 1.leverage the human resource management system to be HR 4.0; 2. enhance technological and innovative systems to reduce risks from disaster management; 3. strengthen effective organizational management system for to become DDPM 4.0; and 4. develop, improve, enact, and update laws, regulations, and policies agreeing with the missions in alignment with the organizational context and according to the 20-year National Strategy Framework, Thailand 4.0 and Government 4.0.
