Papanikadhamma Integration for Ideal Characteristics promotion of the Social Security Office Administrator in Samutsakorn Province

Abstract

Objectives of this research were: 1. To study the ideal characteristics of the Social Security Office Administrator 2. To study the relationship between Papanikadhamma and ideal characteristics of the Social Security Office Administrator and 3. To study the mean of Papanikadhamma integration to promote the ideal characteristics of the Social Security Office Administrator in Samutsakorn Province. Methodology was the mixed methods: The quantitative research, data were collected from all officers and personnel, purposefully collected from the real amount of 131 people. The qualitative research, data were collected from 14 key informants, purposefully selected by in-depth-interviewing. Data were analyzed by descriptive interpretation with the frequency of the key informants and used to support the quantitative research data that were collected from all officers and personnel of 131 people with questionnaires and data were analyzed with frequency, percentage, mean and standard deviation and analyzed the relationship between Papnikadhamma and Dhammapipala 9 to promote the ideal characteristics of the Social Security Office Administrator in Samutsakorn Province to find out the relationship between the two principles with Pearson’s Correlation Coefficient.  Findings were as follows: 1.  Papanikadhamma of the Social Security Office Administrator in Samutsakorn Province, by overall was at high level the universal Dhammapipala, by overall was at high level 2. Hypothesis testing was found that Papanikadhamma factor had positive relationship with the universal Dhammapipala principle to promote the ideal characteristic of the Social Security Office Administrator in Samutsakorn Province with statistically significant level at 0.01. 3. Problems and obstacles of integration of Papanikadhamma and the universal Dhammapipala to promote the ideal characteristic of the Social Security Office in Samusakorn Province were found that: 1) Participation; external participation was not covered or equal for all stakeholders, due to the administration must be carried out in line with the government strategy, policy and budget. 2) Rule of laws; the Administrator administered along with the rule of laws. Some laws were not responsive to the needs of stakeholders. Present laws are not responsive to the needs of stakeholders. Leadership by the rule of laws is obstacle. 3) Transparency; administration could not be checked, 4) Responsiveness; there were different understandings and needs of many target groups. Administrators and team works must put strong effort and dedication to work responsively to the needs of many target groups, 5) Honoring others’ opinions; it was rarely seen, the resolutions were not always kept, 6) Equality and Justice; there is not such a thing in the real world. There are still kinship and partisan 7) Efficient and Effective work assignment; It was not easy work because of many factors, internal and external factors, 8) It was found that there was not enough understanding of the administrator’s role, 9) Lack of holistic strategic comprehension together of administrator and personnel, including the ultimatum goal and how to get there.
