Roles towards Community Development of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province

Abstract

The objectives of this research were 1) to study the roles towards community development  of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province , 2) to compare the roles towards community development  of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province classified by personal factors,     3) to study the problems, obstacles and suggestions about the roles towards community development of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province. The research methodology was the mixed methods research between the quantitative and qualitative methods. The ways to collect the data were used as in depth interview and survey research. The sampling group of this research was 397 persons from 41,732 persons. The qualitative method was used by in- depth-interview from 7 Key Informants. The tool for data collection was the questionnaires. The data were analyzed by ready social sciences program and the statistics were used by frequency, percentage, mean, standard deviation; SD, t-test and F-test by one way analysis of variance; ANOVA, and test the differences of the average pairing with the Least Significant Difference: LSD.

The findings of this research were as follows : 1) The people had opinions for the roles towards community development of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province in overall and found that it was at high level ( = 3.51, S.D.=0.555) When considered in each aspect found that Planning aspect was (= 3.57, S.D.=0.674), Participation aspect was (= 3.51, S.D.=0.580) , and Evaluation aspect was (= 3.46, S.D.=0.665) respectively, were at middle level. 2) The comparisons of the officers’ opinions for the roles towards community development of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province classified by personal data in overall found that people who had the differences of sex, education and occupation. They had the opinions to the roles towards community development of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province indifferently by statistically significant at the 0.05 level. It rejected the hypothesis that people had the roles towards community development in planning participation and evaluation. On the other hand the people who had the difference of age, they had the opinions to the roles towards community development of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province differently by statistically significant at the 0.05 level. It accepted the set hypothesis. 3) The suggestions about the roles towards community development  of Muang Bangkruai Municipality, Bangkruai District, Nonthaburi Province as follows : (1) The Decision, Municipal guidelines for the public to participate in strategic planning, should allow the public in the community to participate in community development planning and should give the public the importance of developing more community. (2) The Participation, should be seek to encourage people to get involved with municipalities to develop a diverse community should give priority to promoting the tradition and the unity of the community and should provide professional training in various areas corresponding to the potential of the community. (3) The evaluation, should be disclosed the cost of the municipality budget openly, encourage the public to monitor, evaluate the performance of the municipality and should allow people to join the board monitor, evaluate, plan and community development projects. The in-depth interview from key informants, found that the planning, promoted the villagers to have the responsibility with the municipality to draft the regulations of municipality about the community development, had the plan for supporting to have the guidelines in community development with officers of municipality and introducing the planning for careers to the people, set up the plan for community development analysis. For the participation, had the co-learning process between municipality with community and out of community, gave the knowledge about the contents and municipality area, and opened freely for all, people should express the opinions in the sake of society and be ready to listen to the different opinions and solved it. Moreover, must not respond by destroying the freedom of other people that against with own self.  For the monitoring or evaluation, should support the people to have both responsibility and proceeding, had the monitor or evaluation the local development projects through evaluation from municipality by setting the committee from people in community and having the committee from outer community people to always evaluate the works of municipality and also general people could also examine, complaining about municipality’s works through the website of municipality.
