<p>The objectives of this research were to study the level of personnel development needs of government officer, practitioner level in Budget Bureau (central office) and to compare the personnel development needs of government officer, practitioner level in Budget Bureau (central office) classified by personal factors. The sample in the research was 160 government officers, practitioner level in Budget Bureau (central office). Data were collected by questionnaires and analyzed by percentage, mean, standard deviation, t-test and One – Way ANOVA at the .05 level of significance.</p> <p>The results of research found that the level of personnel development needs of government officers, practitioner level in Budget Bureau (central office) in terms of training, education and development were at high level (Mean = 4.100). The most of needed is development (Mean = 4.200). <p>This research aimed to study the priority needs of developing Kamphaeng Phet private School leaders based on the concept of the technological standard for education leaders. The sample consisted of 33 school directors, selected by using simple random sampling. The research instrument was a questionnaire with an IOC validity level of 0.67-1.00 and reliability at 0.96. The Priority Needs were analyzed using mean, standard deviation and priority needs index modified (PNI<sub>Modified</sub>).</p> <p>The results of the research revealed that the highest priority need of developing Kamphaeng Phet private School leaders based on the concept of the technological standard for education leaders is equity and citizenship advocate in technology (PNI<sub>Modified</sub>=0.458). <p>This research aimed to 1) compare the efficient export documentation by automobile and parts exporters’ personal factors and 2) study capability of personnel, continuous process improvement, coordination with customers, information system, and quality of the service provider that affected the efficient export documentation. The questionnaires content validity of each question by Index of Item Objective Congruence (IOC), which valued between 0.67-1.00. Reliability of the questions of each variable was examined by Cronbach’s Alpha Coefficient, which valued between 0.81-0.94 used to collect data from 191 samples who were the exporters of automobile and parts. Data analysis using statistics, mean, standard deviation, t–test, one way ANOVA and multiple regression analysis.</p> <p>The research findings show that the different personal factors, which were gender, age, levels of education, positions, and experience of personnel had the different efficiency of export documentation at the significant level of .05. The information system (β=0.563), capability of personnel (β=.247), and coordination with customers (β=.153) affected the efficient export documentation at the significant level of 0.001. The continuous process improvement affected the efficient export documentation (β=.105) at the significant level of 0.01, respectively, (R<sup>2</sup>=0.847). The exporters should provide information system to increase accuracy and speed of export documentation, and support more training on export documents for the personnel in order to achieve more efficient export documentation.</p>Chatrpol Maneekool

<p>This research aims to study 1) the level of teamwork management of accounting personnel of small and medium enterprises in Bangkok 2) the level of accounts receivable management efficiency of accounting personnel of small and medium enterprises in Bangkok 3) the effects of teamwork management on accounts receivable management efficiency of small and medium enterprises in Bangkok. Sample in this research was 400 accounting personnel of small and medium enterprises in Bangkok using stratified random samplling. Data were collected via questionnaire with an IOC validity level of 0.67 – 1.00 and reliability of 0.70 – 0.83 and analyzed by frequency, percentage, mean, and standard deviation and analyzed the effects by multiple regression.</p> <p>The results showed that 1) the teamwork management level of accounting personnel of small and medium enterprises in Bangkok was good ( =, SD=0.). Creativity was the best aspect, among others, followed by coordination, cooperation, continuous improvement, and communication respectively 2) accounts receivable management efficiency of small and medium enterprises (SMEs) in Bangkok was high ( =, SD=0.). <p>The objectives of this research were to 1) explore the need for curriculum development, 2) establish, monitor, test and evaluate the use of community-based learning management curriculum, and 3) to enhance the local career skills on the development of herbal sausage and fried pork skin product at Ban Wiang Haeng School under the Chiang Mai Elementary Educational Service Area Office 3. The population consisted of 68 Pratom Suksa 6/2 students, parents, administrators, teachers, educational personnel, the school committees, and local wisdom teachers. The tools used were curriculum development needs surveys, appropriateness assessments, curriculum composition consistency assessments, learning content plans, and curriculum satisfaction assessments. The data were analyzed by arithmetic averages, standard deviations, and content analysis.</p> <p>The results of the research revealed that the curriculum development needs of students, parents, and local wisdom teachers were at the highest level. The needs of administrators, teachers, educational personnel and the school committees were at a high level. The curriculum structure consisted of the curriculum destination, content structure/ learning time, learning standards, expected learning outcomes, learning content, learning management practices, course descriptions, media/learning resources, assessment and measurement, quality assessment, curriculum propriety, the overall average was at a high level. The consistency of the curriculum, all issues were consistent. The results of the curriculum trial showed that the performance skills, career skills, and learning achievement were at an excellent level. The sample groups selected for loan officers at the under the Northern Medium Business Group of a medium-sized business office size M 72 people and size L 77 people totaling 149 people. The instruments used for data collection were a questionnaire that had IOC between 0.50-1.00 and reliability was 0.96. The data was analyzed by inferential statistics in the Independent Sample T-test. This study showed that the loan officers medium-sized business office size M give importance to using financial statement information to analyze for business lending overall at a high level. The highest level is financial statement information, and the least ratios are used to measure the return of a business. And the loan officers medium-sized business office size L give importance to using financial statement information to analyze business lending overall at a high level. <p>This research aims to 1) study the demand for souvenirs made from silk of Ban Nong Bo, Nong Bo Subdistrict, Mueang District, Ubon Ratchathani Province, 2) assess the satisfaction with the design of souvenirs made from silk of Ban Nong Bo, Nong Bo Subdistrict, Mueang District, Ubon Ratchathani Province, and 3) study for designing souvenirs from silk of Ban Nong Bo, Nong Bo Subdistrict, Mueang District, Ubon Ratchathani Province. Mixed research methods are used in this study. Interviews and small group discussions are used for qualitative research. The samples are 60 representatives of the weaving community enterprise of Nong Bo Subdistrict, representatives of souvenir shop, representatives of tourists, and representatives of product design experts. Questionnaires are used to collect data for quantitative research. The samples are 400 representatives of the weaving community enterprise of Nong Bo Subdistrict, representatives of souvenir shop, representatives of tourists, and representatives of product design experts. <p>This research aims to study the level of 1) opinions of staff on the components of the leader-member exchange (LMX) relationship model in hospitals under the Church of Christ in Thailand Foundation. 2) Study the components of the LMX relationship model in hospitals under the Church of Christ in Thailand Foundation. The sample used in the research consisted of 209 personnel from hospitals under the Church of Christ in Thailand Foundation with 200 beds or more. The research instrument was a questionnaire with a total of 28 items. The Cronbach's alpha coefficient of the entire questionnaire was 0.90. The statistics used for data analysis were Percentages, Means, Standard Deviations, Exploratory Factor Analysis, and Confirmatory Factor Analysis.</p> <p>The results of the research found that, 1) the level of staff’s opinions on the components of the LMX relationship model in hospitals under the Church of Christ in Thailand Foundation, were Contribution = 4.11 Affect = 4.08 Professional Respect = 3.97 Loyalty = 3.79. 2) The components of the LMX relationship model in hospitals under the Church of Christ in Thailand Foundation will consist of 3 components: 1) Trust Dedicated 2) Supportiveness 3) Attachment. The level of congruence of the hypothesized structural model with the empirical data is: χ<sup>2</sup>/df (CMIN/DF) =.430, RMR=.007, RMSEA=.307, GFI=.999, AGFI=.958, TLI=.992 and CFI=1.000. The findings demonstrate that the confirmatory factor analysis supports the congruence of the leader-member exchange (LMX) model with perceptual data. Therefore, the management of hospitals under the Church of Christ in Thailand Foundation should prioritize the development of human resource management and reinforce leadership qualities to cultivate trust dedicated, supportiveness, and attachment between leaders and members. <p>The objectives of this study were 1) to address citizen satisfaction with public electric train services in the vicinity of Bangkok and its suburbs 2) to compare the factors affecting citizen satisfaction with the services, classified by personal factors and 3) to determine the relationships between quality of public electric train services and citizen satisfaction. This research utilized quantitative methods based on 400 samples covering passengers from the Purple Line and the Red Line electric train systems by using the random quota method. The data were collected by questionnaires with reliability values of 0.93 and 0.94 for service quality and satisfaction factors, respectively. The statistical data analysis included percentage, mean, standard deviation, One-Way ANOVA, and Pearson's Correlation Coefficient.</p> <p>The results revealed that 1) levels of customer satisfaction in using service among the Purple Line and the Red Line electric train systems were at the highest level, ranging from equitable service, ample service, continuous service, and progressive service, respectively 2) for hypothesis testing, it showed that Different personal factors affected the citizen satisfaction comprising of education level, occupation, and monthly income affected the citizen satisfaction on public electric train services at a significance level of .05 and 3) factors of service quality had a very high positive correlation with the citizen satisfaction (r=.925).</p>Nittipat MoonjhuntrrPornphan Hemaphan

<p>This qualitative research aimed to study contexts and problems in waste management of Banplailaem community, and to study the participation in waste management of Banplailaem community, Koh Samui District, Suratthani Province, by using data collecting from documents, an in-depth interview and a focus group discussion from 30 main samples which were 10 local entrepreneurs, 10 executives and staffs who work in waste management for Koh Samui Municipality, and 10 community members.</p> <p>The result showed that 1) Banplailaem community is an island with plenty of natural resources. The major occupation of people was farmers. The problem in waste management of Banplailaem community was a lack of waste separation from its inception which may result from the lack of knowledge and understanding in garbage sorting, the lack of waste collecting points, lots of the garbage bins were destroyed, an uncertain time of the garbage trucks in collecting the garbage, and Koh Samui Municipality was still lack of effective guidelines in waste management. 2) The participation in waste management of Banplailaem community could be separated into 4 parts which were a participation from community members in planning and participating the waste management activities such as a Clean Community Project, Beautiful House Project, a participation in applicative waste operation such as making fertilizer, bio- extract, and animal food, a participation in reusing material like drinking water bottles and plastic bags, and also included garbage sorting before selling, and a participation in evaluating and tracking their community cooperation such as an observation in garbage transportation and cleaning after collecting the garbage.</p>Wannaporn Pholpala

<p>This paper was aimed to monitor the implementation of computer procurement and efficiency of desktop computer utilization at the Institute for Population and Social Research. The paper selected secondary data in a database consisting of numbers and prices of desktop computers that replaced old computers in 2001 – 2023 Fiscal Years. The quantitative technique in this paper involved in descriptive statistics presented through frequencies and means.</p> <p> The findings reveal that the average numbers of staff remained at 100 persons approximately (145 persons in 2023 Fiscal Year). The general practice of computer management is “one person, one desktop computer.” In the past 23 years between 2001 and 2023 Fiscal Years, 440 desktop computers were recorded and purchased at a cost of 11,225,677.40 baht. In 2001-2013, decision making to purchase 308 computers met the following criteria: for performance enhancement, for replacement for outdated computers and for new staff. The total budget spent on these computers was 7,753,527.43 baht. In 2014-2023 Fiscal Years, the criterion for purchase decision was that every staff must use their computer for at least five years. So, a total of 132 computers were purchased at a total cost of 3,472,150 baht. Computer replacement was a utilization method that facilitated the higher efficient computer management as well as budget administration. There were some other important results of replacement. The samples of this study comprised 231 operation officers of the Bangkok bank in eastern economic corridor. They were selected through proportional stratified random sampling. The research instrument was a questionnaire. <p>This research study aimed to 1) identify the number and types of sentences used in the learners’ writing work, 2) survey a quantity and accuracy in the use of complex sentences, 3) survey a quantity of errors and types of clauses used in incorrect sentences, and 4) identify types of errors in the learners’ writing work. The researcher collected the data from 60 writing works of the Final Written Test in 0115341 Essay Writing by using Complex Sentence Writing Errors’ Recording and Analyzing Form. The statistics used to analyze data were frequency and percentage.</p> <p>The results of the research revealed that 1) this group of learners had produced the total of 1,368 sentences, which could be divided into 602 (44.00%) complex, 455 (33.26%) simple 183 (13.38%) compound-complex and 128 (9.36%) compound ones 2) in the total of 602 complex sentences, the learners could produce 186 (30.89%) correct sentences 3) in the number of 416 sentences (69.11%), which the learners could not use them correctly there were 1,111 errors which could be 576 (51.84%) errors in subordinate clause usage. These errors could be further divided into 180 noun clauses (16.20%), 215 adverb clauses (19.35%), and 181 adjective clauses (16.29%) and 4) when considering the types of errors in sentence writing, the learners made different numbers in each type of errors. The first is misformation errors with the total number of 595 errors (53.56%). The second is omission errors, with the total number of 326 errors (29.34%). <p>The research objectives were to study the causal model of the relationship among perceived organization support, psychological empowerment and work engagement. The population was operational employees at a Provincial Waterworks Authority (head office), Bangkok. A questionnaire was used to collect data from 245 employees using a proportionate stratified random sampling technique and collect data by using questionnaire that have cronbach alpha coefficient between 0.759-0.908. The statistics used for data analysis included frequency, percentage, mean, standard deviation, skewness, kurtosis, correlation coefficient, and Structural Equation Modeling (SEM) to test the hypotheses.</p> <p>The results of the research revealed that the mean level of perceived organization support, psychological empowerment and work engagement were at high levels. The structural equation model was consistent with the empirical data, which the result of Chi-square/DF=2.165, CFI=0.966, TLI=0.955, RMSEA=0.070, RMR=0.038. The relationship could be explained by the fact that perceived organization support has a direct influence on psychological empowerment and work engagement at a statistical significance level of .001 and .05, respectively. Meanwhile, psychological empowerment has a direct influence on work engagement at a statistical significance level of .001. In addition, perceived organizational support has an indirect influence on work engagement by through psychological empowerment with statistical significance at the 0.01 level. <p>This research aimed to categorize Thai confectionery consumers based on personal characteristics, marketing mix, purchase decision process, and buyer’s response. It was quantitative research by collecting data from questionnaires. The sample was 421 Thai confectionery consumers in Thailand.</p> <p>The study found that Thai confectionery consumers can be grouped into 4 groups, with the largest volume in the fourth group (33%). This group of consumers were all females (100%) which were more than half of Gen Y (66.9%), single (76.3%), with bachelor's degrees (71.9%). The most consumers were employees of private companies (53.2%), lived mostly in the south (54%), and mainly decided to purchase Thai confectionery by themselves (61.2%). There were a variety of Thai confectionery preference and the most favorite were Pinched gold egg yolk, Golden drop, Golden thread, Jackfruit seed (32.4%). The average expenditure on Thai confection per purchase was 100-300 baht (71.2%). Notably, this group purchased Thai confections exclusively from specialized shops (100%) and preferred cash for payment (51.8%). Quantitative research was conducted using questionnaires as a research tool, with Validity score of 0.96 and Reliability score of 0.976. The 400 samples by stratified sampling method consisted of people who purchased the smartphones that either residing or working in Nonthaburi Province. The statistics used Frequency, Percentage, Mean, Standard Deviation, and Pearson’s Correlation Coefficient.</p> <p> The results of the research revealed that 1) the overall of the importance of digital marketing communication of consumers purchasing smartphones in Nonthaburi Province was rated at the highest level through the aspect of digital public relations which was at the highest average level, 2) the overall importance of the consumer purchasing decision process on smartphones in Nonthaburi Province was rated at the highest level, besides; the aspect of information search was the highest average level, and 3) the digital marketing communication had high positive correlation with the smartphones purchasing decision process of consumers in Nonthaburi Province with the statistical significance at .01 level. <p>The objectives of this research were 1) to study the levels of quality of work life, organizational citizenship behavior, and organizational commitment among the personnel of the Office of the Permanent Secretary, Ministry of Education, 2) to compare the organizational commitment of personnel based on personal factors, including gender, age, education level, income, and length of service, and 3) to examine the relationships between quality of work life, organizational citizenship behavior, with organizational commitment among the personnel. The sample used in this study consisted of 250 civil servants working at the central administration under the Office of the Permanent Secretary, Ministry of Education. The sample size was determined using a stratified random sampling method classified by educational institution and simple random, resulting in a sample of 278 individuals, including administrators and teachers in private vocational colleges under the Office of the Vocational Education Commission in Chonburi Province, for the academic year 2022. Data were analyzed using percentage, mean, standard deviation, Pearson's correlation coefficient, and stepwise multiple regression.</p> <p>The research findings revealed that: 1) The overall supporting factors for teachers in private vocational colleges under the Office of the Vocational Education Commission in Chonburi Province had a high average. Upon closer examination, the highest average was found in the work environment factor, followed by the professional status factor, and the lowest average was in the future advancement opportunities factor. 2) The overall organizational commitment of teachers in private vocational colleges under the Office of the Vocational Education Commission in Chonburi Province had a high average. Upon closer examination, the highest average was in the willingness to exert great effort for the organization, followed by a strong desire to maintain organizational membership, and the lowest average was in the strong belief in accepting the organization's values and goals. 3) The supporting factors influencing the organizational commitment of teachers in private vocational colleges included work environment, supervision, and professional status. <p>The objectives of this study are 1) to study the level of employee opinions <br>towards human resource development by using a case study of the Rights and Liberties Protection Department, 2) to compare employee opinions towards human resource development, classified by personal and perceptual factors, and 3) to provide suggestions for laying out a framework for human resource development in the organization in the future. The samples are 187 employees, working at the Rights and Liberties Protection Department in 2022. The data was collected by questionnaires and statistics were analyzed by using Statistical Package for the Social Sciences. The descriptive statistics were presented in percentage, mean, and standard deviation. Furthermore, the inferential statistics were employed for hypothesis testing; one-Way ANOVA, and Fisher’s Least Significance Difference (LSD) test were used for comparison method.</p> <p>The result showed that the level of employee opinions towards human resource development of the Rights and Liberties Protection Department was at a moderate level ( = 2.83 , S.D. = 1.16). The hypothesis testing found that there was a significant difference in the employee opinions in human resource development among personal factors, composed of age, work experience, and education level, at the .05 level of statistical significance. <p>This research aims to study 1) consumers' purchasing behavior of sea bass, 2) current distribution channels of sea bass for sea bass farmers, and 3) strategies to increase distribution channels of sea bass to find ways to develop the distribution model of sea bass for sea bass farmers in Khlong Song Subdistrict, Bang Pakong District, Chachoengsao Province to increase local income. The research method is a mixed research, quantitative research and qualitative research. The questionnaire tool was used to collect data from a sample group of 419 consumers in Chachoengsao Province, selected by convenience (Convenience sampling) and 22 restaurant operators and 10 fresh fish vendors by purposive sampling. Qualitative data were collected from the sample selection and analyzed using frequency distribution, percentage, mean, and standard deviation.</p> <p>The research found that the purchasing behavior of 419 local and nearby province consumers shows that most consumers buy sea bass at fresh markets, like restaurant operators. Fresh fish vendors purchase sea bass for resale from various sources, such as fish rafts, middlemen, self-breeding, and fish farms. For the distribution channels of sea bass farmers, most of the sea bass is exported abroad through middlemen or agents. Data were analyzed using percentage, mean, standard deviation, Pearson's correlation coefficient, and stepwise multiple regression.</p> <p>The research findings revealed that: 1) The overall level of innovative leadership of administrators in private vocational colleges in Chonburi Province was high. When examined in detail, the highest average was in rewarding for innovation, followed by team building, and the lowest average was finding and working with supporters. 2) The overall level of high-performance organization in private vocational colleges in Chonburi Province was high. <p>Although Krabi Municipality has succeeded in managing waste by incinerating to produce energy until there is no residual waste, if the government does not prioritize waste reduction measures at the source and related laws do not support the implementation, waste management at the destination will not be sustainable and may lead to a crisis. This article presents the situation of waste problems in Krabi Province and the efforts of Krabi Municipality in solving the problem of community waste under the participation of the government sector, private sector and the public, which will be useful for learning lessons for waste management of other local administrative organizations in the future. Krabi Municipality is greatly pressured by the limitations of the only community waste landfill that must accommodate all waste in the province. Therefore, the intensity of waste management has been raised, leading to the construction and management of a community waste disposal plant with a capacity of not less than 100 tons per day, which is environmentally friendly and improves the quality of life of local people. Therefore, what local administrative organizations and related agencies should learn from Krabi Municipality is that solving the waste problem should focus on reducing, separating and increasing the utilization of waste at the source, not just focusing on building incinerators, which is a solution at the destination. Solving the waste problem successfully in a tangible way requires legislation along with raising awareness and strictly enforcing the law, especially in communities and the private sector, both producers and distributors, who create waste. Promote the public sector to participate in solving the waste problem from the beginning, middle and end. Support the implementation of recommendations into actual practice jointly between the government sector, private sector and civil society.
