The research target groups for the guide development of listening and speaking skills were 5 teachers who teach the English subject to 3rd year Vocation Certificate students at Northeastern Vocational Institute of Agricultural and the 3rd year Vocation Certificate students at Khon Kaen College of Agriculture and Technology, totally 49 people. The instruments used in the research were; 1) recording form for analyzing the document research 2) Interviewing form 3) 10 lesson plans of activities, 4) the form of listening and speaking skills assessment and 5) the questionnaire satisfaction. The statistics used for data analysis were percentage, mean, standard deviation, and Pair hoteling T2. The research results found that 1) The guides for development of Listening and Speaking skills which are the most important skills in English were (1) Learning activities should be fun and technology should be used to link all activities; (2) Teachers should adapt their instruction from Passive to Active and design activities by simulation; and (3) Speaking English does not need to be focused on grammar and 4) Listening is the key to speak. 2) The 10 lesson plans were considered at the highest appropriate level (<img title="\bar{x}" src="https://latex.codecogs.com/gif.latex?\bar{x}">= 4.81,S.D. = 0.04) and effectiveness of learning activities (E1/E2) was 76.64/75.48). 3) The students who learned with activities development of listening and speaking skills statistically significance at .01 level 4) The students who learned with activities were satisfied at the highest level (<img title="\bar{x}" src="https://latex.codecogs.com/gif.latex?\bar{x}">= 4.56, S.D. = 0.03)</p>}, number={1}, journal={Journal of Roi Et Rajabhat University}, author={ภูเลี่ยมคำ ณัฐทิตา and วรคำ ไพศาล and จันทชุม ณัฏฐชัย}, year={2019}, month={Apr.}, pages={162–173} }
