Research and Development used 3-phase process; phase 1 : studying of elements and indicators of personnel officers’ competency of Personnel Administration Section under Kalasin Primary Educational Service Area Office 2, validated by 7 experts, phase 2 : studying of current and desirable state and performance enhancement method, the sampling were 136 personnel officers of personnel administration section under Kalasin Primary Educational Service Area Office 2. And phase 3 : analyzing Needs Index (PNIModified), studying and evaluating development programs personnel enhancement by 7 experts. Research instruments for collecting data included Evaluation Form, Questionnaire and Interview Form. Statistics used in data analysis were percentage, mean and standard deviation. The research findings were as follows: 1) The elements and indicators of enhancing the personnel officers’ competency in personnel administration section under Kalasin Primary Educational Service Area Office 2, consisted of 6 elements and 46 indicators, validated by 7 experts. In overall, they were suitable at the highest level. 2) The study of the current state and desirable state and performance enhancement method personnel officers in personnel administration section under Kalasin Primary Educational Service Area Office 2, in overall, were at a high level.
