Study the development of regulations and measures for the accumulated funds of the Local Government Organizations (LGOs) from 2004 to 2019 2. Compare the structures of the LGOs’ accumulated funds under the Ministry of Interior Regulations 2004 with the Ministry of Interior Regulations 2018. 3. Prepare the recommendations for the improvement of regulations and measures to become more efficient and flexible spending to maintain the LGOs’ accumulated funds at the appropriate level. Methodology was the qualitative research in accordance with objectives, descriptive analysis by collecting information from primary documents from laws, regulations, orders, orders for rehearsal of understanding, and related researches.</p><p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The study results showed that 1. The development of regulations and measures for spending the LGOs’ accumulated funds divided into 2 phases: The first phase of the Ministry of Interior regulations 2004 - 2017 was not as successful as it should have been.&nbsp; The second phase of the implementation of the Ministry of Interior regulations in 2018 has not met the expected target. 2. The analysis and comparative structures of the LGOs’ accumulated funds, based on both of the Ministry of Interior regulations, were relatively redundant. The spending process was not flexible due to the spirit of strict fiscal discipline and audit. 3.The policy recommendations for the improvement of regulations for spending the LGOs’ accumulated funds should do by means of adjusting its structure to become more unity, setting the contingency funds’ ceiling, and also issuing measures to promote the expenditure of the LGOs’ accumulated funds under the principle of public finance management that focused on achievement.</p> ER -
