The qualitative research was used as a research methodology. The population consisted of the head of Ban Kham Pia Village, Ban Kham Pia villagers, unofficial leaders, folk wisdom philosophers, occupational groups in the community, volunteer staff from public health, staff of sub-district health promotion hospital, staff of local administrative organization, and teachers of Ban Kham Pia School. Simple random sampling was employed in the study and the sample group was selected by using purposive sampling. The data were collected by using an interview form adopted from Chuengsatiansup, K. et.al. (2012) which included 7 community tools that were used for analyzing descriptive data. After gathering, all data were categorized and synthesized by using a content analysis methodology. From the focus group interview and participant observation record, the results revealed as follows: (1) A problem that the community wanted to solve the most was the problem of wild elephants that always invaded agricultural areas. The elephants mostly came at night and destroyed villagers’ rice fields and rubber plantations and sometimes also destroyed people's assets and lives. The cause that was the main factors consisted of the growing number of wild elephants, the invasion of elephants in agricultural areas, the living place and food sources of the elephants were destroyed, and the water resources were insufficient for the need of the elephants. From these problems, there were still no guidelines and models for sustainable solutions. Using qualitative research methods (Qualitative Research). The sample group is executives’ heads of government agencies and municipal in human resource management, totaling 10 people. The tool for collecting data was a structured interview form. For an in-depth interview (In-depth Interview), the data was analyzed using analytical methods and separated into groups of data. The results of the study found that the application of the principles of good governance for personnel management uses principles of thought and practice, consisting of the rule of law, the principle of morality, and the principle of transparency. Participation principles of responsibility and the principle of value. 2) Guidelines for applying the principles of good governance for human resource management to achieve maximum efficiency is to emphasize the principles of morality and apply good governance principles at the work structure level in every department. The researcher used the questionnaire to collect data from the participants, with a total of 224 people (Vendor Statistics, 2022). However, the sample size was 150. There were 90 females and 60 males. The sample group was chosen by using the convenience sampling technique. The research findings indicated that participants encountered problems related to listening comprehension as the main problem with the highest mean score (M = 3.88) and standard deviation (SD = 0.82), followed by grammar usage&nbsp;&nbsp; (M = 3.78, SD = 0.88), pronunciation (M = 3.78, SD = 0.72), vocabulary (M = 3.73, SD = 0.76), lack of self-confidence (M = 3.71, SD = 0.77), and problems related to fluency (M = 3.71, SD = 0.95). However, based on the mean score, it was clearly shown that they did not understand English language intonation, were afraid of making mistakes, and had problems with grammar usage. Thus, they were limited in utilizing vocabulary due to low memories and misunderstandings of new vocabulary. Community justice centers are local institutions that provide legal services and dispute resolution to the public. The study aimed to identify the challenges and opportunities for improving the management and performance of these centers. The study used a qualitative approach with purposive sampling. The data sources were 17 staff of the Udon Thani Provincial Justice Office and 200 representatives of 40 community justice centers in 20 districts. The data collection tool was a structured interview, and the data analysis technique was content analysis.The results revealed that the main problems of the centers were the lack of compliance with the Ministry of Justice’s guidelines, the low level of knowledge and awareness among staff and the public, and the insufficient public relations channels.
