The Implementation of the Online Military Policy of Military Units in Phitsanulok Province

This academic article presents a synthesis of knowledge concerning the implementation of the online voluntary military conscription system-officially designated as the Special Request Procedure-through the integration of three complementary conceptual frameworks: a policy implementation model, a four-dimensional policy effectiveness evaluation framework, and the Technology Acceptance Model (TAM). The findings indicate that the effectiveness of online military recruitment policy is contingent upon the synergistic interaction of three interdependent domains: personnel capabilities, technological infrastructure, and organizational management. The personnel capabilities encompass digital literacy, openness to technological innovation, and perceptions of system utility. The technological infrastructure includes network reliability, equipment preparedness, and cybersecurity resilience, while the organizational management involves policy leadership, procedural transparency, and effective inter-agency coordination. The study suggests that the successful implementation of online military recruitment requires the simultaneous strengthening of these domains through human capital development, sustained digital investment, and robust governance mechanisms. Such efforts are essential not only for improving recruitment outcomes but also for supporting the long-term transformation toward a fully volunteer-based military system.
