Factors for Community Operation Projects to Sustainably Resolve Drug Problems Following Royal Thai Police National Strategy: a Case Study of Saeng Arun Subdistrict Administrative Organization, Thap Sakae District, Prachuap Khiri Khan Province

This research article aimed to: 1. study the problems and obstacles in driving the project, 2. study the factors leading to the success of the project, and 3. suggest guidelines for integrating work for villages/communities as models in solving drug problems in the area. Qualitative research was used, using open-ended or semi-structured questions as the tools. The data collection method was observation along with joint interviews. Data analysis was performed by triangulating data, researcher, and data collection method, and presented in a descriptive manner.
As results, problems and obstacles were identified in five areas: 1) practitioner participation; 2) budgetary support; 3) monitoring and evaluation; 4) other motivations; and 5) drug law strictness. Three significant factors led to success: 1) policy standards and objectives; 2) communication, characteristics and inter-agency support; and 3) practitioner participation with three integrative approaches: a) drug prevention, suppression and control; b) addict treatment and social rehabilitation; and c) monitoring and evaluation. It can be concluded that the project’s success resulted from three stakeholder groups: 1) administrators and policy makers; 2) law enforcement officers (administrative division); and 3) the Operational Team of the Sustainable Community-Based Integrated Drug Intervention Project (Operations and Support Divisions)
