The aim of this study is to propose a collaborative water management model. Research results indicate that the community participations in water management, under a PDCA (Plan, Do, Check, Act) framework, is an important tool for sustainable problem-solving. The process involves with the following. Plan: In the context of planning for the community participations in water management, activities include joint resource assessment, fostering understanding of collaboration, and planning and analyzing the shared water management risks. Do: In terms of implementing the community participations in the water management, activities encompass establishing collaboration agreements, forming user groups/committees, and actively participating in water distribution and maintenance. Check: In the context of checking the community participations in the water management, activities involve assessing the organization's strength resulting from decision-making processes. Act: Regarding improving the community participations in the water management, activities consist of reviewing and enhancing the collaborative water management processes.
