Abstract

          The changing economic and social structure has affected the development of the country into an innovation-driven country. The government has established the Thailand 4.0 policy on the development of the bureaucratic system, as an important cog for driving various jobs. In particular, personnel preparation is an important factor for success. It emphasizes on high-performance government manpower with modern capabilities, skills and competencies. It works with quality and adheres to virtue of leadership development at all levels with the high competency in responsible professionalism. As a role model, a knowledgeable and thoughtful leader drives a mission for changes, according to the government personnel development guidelines for developing the digital skills of civil servants in a digital government. Therefore, it is necessary to prepare for the development of government personnel to enter the digital 4.0 era in accordance with the government policy. At the policy level, there must be clear, concrete guidelines for personnel development. Also, relevant agencies have adapted such policies for their own contexts. However, it must be based on self-improvement anywhere, anytime, emphasizing on practice so that it can be applied in practice. In addition, the personnels themselves must have a positive attitude towards self-improvement for self-esteem, organization in developing the country. People are encouraged to have a good quality of life, according to the vision of national development: “Thailand is stable, prosperous, sustainable, a developed country with the development of the philosophy of sufficiency economy”.
