Policy Proposal for Academic Affairs Administration: Improving the Literacy of Small Schools under Nan Primary Educational Service Area Office 2

This research aimed to study the needs and develop a policy proposal for academic affairs administration to improve the literacy of small schools under the Nan Primary Educational Service Area Office, Region 2. The population used for the 1st objective consisted of 38 administrators, 38 academic leaders, 38 Thai teachers, totally 114 people. The target group used for the 2nd objective included 3 administrators, 3 teachers of Thai language, 3 educational supervisors, totally 9 people. The research tools were questionnaires and interviews. Statistical instruments for data analysis were frequency, percentage, mean, standard deviation, priority needs index and content analysis.
The results showed that the priority needs were the development of learning resources and technology media, research for improving the quality of education, development of learning management process, educational curriculum development and measurement, and evaluation of learning outcomes, respectively. The policy proposal of academic affairs administration could improve the institutional curriculum with their contexts, development of learning management process, learning activities based on the needs of the learners, measurement, and evaluation of learning outcomes. A variety of real-world measurement and evaluation tools should be available for the potentials of individual students. There should be development of learning resources and technology media, supporting the literacy. Also, there should be the research activities to improve the quality of education. The students’ literacy assessment results should be used to develop a learning management process plan.
