Developing Guidelines for Aftercare Services by the Pibulsongkroh Foundation

The research objectives aimed to study 1) operational process problems of aftercare services by Pibulsongkroh Foundation, 2) factors impacting on successes, and 3) operational guidelines for aftercare services by Pibulsongkroh Foundation. This study used a qualitative research method by using structural in-depth interview. There were three sample groups of 13 members: (1) chairman, committee and officers of the Pibulsongkroh Foundation; (2) academics, specialists and experts in supporting aftercare services; (3) parolees with assistance provided by Pibulsongkroh Foundation.
As results, the developing guidelines for aftercare services by the Pibulsongkroh Foundation are as follows. 1) Policies and plans should have a vision, mission, philosophy, and shared values that focus on rehabilitation. 2) Developing a management model should include a division of responsibilities into different departments. The organizational management system should be unified, independent, and agile in the form of a private enterprise. 3) Budget, a fundraising subcommittee should be established for fundraising events, and there should be support for online donation systems. 4) Improving the implementation of aid agencies should speed up the provision of vocational aid and conditions that are clearly defined in consideration. 5) The staff rate should be increased for mission accomplishments. Personnel skills should be developed through trainings, seminars/or business trips for achieving specific professional standard. In summary, a campaign is needed for publicizing the work of the Foundation in order to raise funds. Also, people in society are aware of giving opportunities to the parolees.
