Policy Implementation Accomplishment: the 50-50 Co-payment Scheme of the General Prayut Chan-o-cha Government

This research article was to study the 50-50 co-payment scheme policy implementation accomplishment of the General Prayut Chan-o-cha government. It was the qualitative research. The sample consisted of 15 government officials and people; data were collected by in-depth interview. The interview form was the research tool.
The research showed that policy implement factors, related to the 50-50 co-payment scheme policy implementation accomplishment of the General Prayut Chan-o-cha government, followed the concepts of Van Meter and Van Horn (1975), such as policy standards and objectives, policy resources, interorganizational communication and enforcement activities, the characteristics of the implementation agencies, economic, social, and political conditions, and the disposition of implementors. In fact, the 50-50 co-payment scheme policy initiation was unquestionable; then it was comprehensible to identify the stakeholder, budget, and how to do project implementation. In addition, all involving organizations prepared to join this project upon the crisis condition of economy, society and politics: provisions of the enough budget, infrastructure of information technology, and the support from all policy partners. Therefore, the policy implementation succeeded.
