People’s Participations in the Administration of Local Government Organizations of Banpong District, Ratchaburi Province

Abstract

     The research objectives were: to study the conditions problems obstacles recommendations and the guidelines for people's participations in the administration of local government organizations in Banpong District, Ratchaburi Province. This research was qualitative. The collecting data from 20 key informants, were selected by a purposive sample from the civil service officials, politicians, local leaders, community leaders, and voters residing in the local government of Banpong District.  A structured in-depth interview was used to collect data and the data were analyzed by the descriptive approach.

     The results found as followings 1) In terms of planning and formulating policies, people were able to participate in presenting and addressing the local problems and needs for objectives statements, policy planning and implementation. 2) Problems, obstacles, and recommendations for people's participation, i.e, people had less roles, lack of knowledge and understanding about participations, rules, regulations, laws were not conducive to the public participations. The stimulation and promotion of the public participations were rarely utilized. The leadership group showed predominantly the participations. 3) The guidelines for people's participations in the administration of local government organizations in Banpong District, Ratchaburi Province were: to train people to have knowledge and understanding of their rights and duties; to  motivate people to participate; to create public awareness; to hold a monthly public meeting, and to harness the power of various sectors as a tool to drive.
