It is found that the outbreak poses a threat to the world and Thailand. It is beyond the control of the government. This incident is considered a lesson for the Thai society to design a new system in government management, especially the basic welfare policy on health benefiting all residents. Also, it includes the system establishments, mechanisms, and tools for the sustainable national development so that Thailand will be immune to the emerging diseases or future threats.
