Better For the integrated buddhist community development approach of the local administration organization, it is possible to apply the Pala 4 to develop the community to have strength and potential for self-development, namely: 1. Intellectual power that must be the knowledge and ability to solve problems of the community consciously and build a knowledge base for the community in the future. 2.
