Abstract

The purposes of this research were 1) to study about the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province, 2) to study  about the relationship between personal factors and the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province and 3) to study about the approach of the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province. this research was quantitative research which was carried out by using the mixed methods protocol. Collecting data was done through distributing the questionnaires among the population group used in the research i.e. ninety five people living in the Pa-maet municipality area. The data was then analyzed by using the SPSS program to determine the percentage, mean and Standard Deviation  (S.D.). Hypothesis was tested by performing the Correlation Analysis. Meanwhile, Pearson’s Correlation coefficients was determined to test the relationship between the personal factor and the human resources administration according to the Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province.  Data obtained from the interview was also brought to analysis through the content analysis technique.

Concerning the results, it was found that;

1) Regarding the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province, it revealed that in overall view the opinion of people towards the human resources administration under the theory of Pa-maet Sub-district Municipality was in the high level (m=3.96, s=0.17 ). When considered in respective aspect, it was found that every item of opinion was also in the high level.

2) Regarding the relationship between the personal factors and the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province, it revealed that the personal factors for gender and work experience were significantly related with the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality at 0.05 level, thereby accepting the anticipated hypothesis. Meanwhile, the personal factors for age and education were not related with the human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality, thereby denying the anticipated hypothesis.

3) Regarding the approach to development of human resources administration accordance with Bhavanā IV of Pa-maet Sub-district Municipality MuangPhrae District, Phrae Province, it was found that there should be the recruitment of personnel to work in the organization by considering their capability via the clear, equitable judgment. Opportunity shall be wide, freely open for those applicants with desired qualifications, both in and out of the organization,to come to apply for the position. There should also be a good information system for disseminating the qualifications of the needed positions properly and thoroughly. In addition, as for the development the training courses should be organized in order to readjust the personnel’s behavior, including knowledge, skills, attitude and virtue and ethics.  Lastly, there should be the survey for the personnel’s need to take part in the training course and subsequently apply the outcome gained from the training course in performing their jobs.
