Human Resource Development of Municipalities At Namphong District, Khonkhaen Province
Abstract
Objectives of this research were: 1) to study the human resource development of municipality in Namphong district, Khon Khaen province classified by personnel opinions 2) to compare the opinions of personnel on the human resource development of municipality in Namphong district, Khon Khaen province, classified by personal factors and 3) to study the problems, obstacles and suggestions of the human resource development of municipality in Namphong district, Khon Khaen province.
This methodology research was a mixed method research of the qualitative and quantitative researches. The quantitative research was conducted by studying the samples of 204 respondents which selected by stratified random sampling of 417 persons who were personnel of municipality in Namphong district, Khon Khaen province. The sample size derived from Krejcie and Morgan’s sample table. The tool used for data collection was 5 levels rating scale questionnaire at reliability level of 0.97. Statistics used to analyze data were frequency, percentage, mean, standard deviation, t-test, One Way Analysis of Variance and Least Significant Different: LSD. The quantitative research was conducted by In-depth interviewing the 7 key informants who were administrators of Namphong district, Khon Khaen province which selected by Purposive sampling and analyzed by using content analysis technique. Of The research showed that : 1) The human resource development of municipality in Namphong district, Khon Khaen province in overall were at a high level = 3.42 After considering in each aspect found that training aspect was at a high level = 3.42) education aspect was at a high level = 3.36 and development aspect was at a medium level = 3.44). 2) The comparison of personnel opinions towards human resource development of municipality in Namphong district, Khon Khaen province separated by personal factors found that the samples who were different of gender, age, educational level duration of work were in overall were not different opinions. Therefore, it rejected the hypothesis. 3) The problems and obstacles of personnel opinions towards human resource development of municipality in Namphong district, Khon Khaen province were: (1) the training for personnel did not match and cover the jobs, (2) personnel lacked of knowledge in practice, (3) the educational regulations for personnel in locality were not clear, (4) the budget for human resource development was not enough. The suggestions : (1) should have the training for personnel according to the working, (2) should have the regulations about education that were clear and (3) should specitie allocate the budget for human resource development.
