The Leadership in People Service of Maelanna Sub - District Municipality Long District, Phrae Province
Abstract
This aims of research were 1) to study leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province, 2) to compare the public opinion on the leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province, 3) to study the relationship of leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province,4) to educate the development of leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province according to the four cardinal virtues (Phrhmwihar 4) This study was mixed-method research, a combination of quantitative and qualitative research. Quantitative data were collected by using a questionnaire of the leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province for 6617 people. The sample consisted of 384 people by using the formula of W.G. Cochran. Data were analyzed by statistics including frequency, percentage, mean, and standard deviation to describe personal characteristics. Hypothesis testing was conducted by using t-test and F-test analysis, One-Way Analysis of Variance (ANOVA). A pair of means was compared by using Least Significant difference (LSD) andPearson’s Correlation. For qualitative research, data were collected from 7 key informants. These key informants were purposively selected from the experts with qualification in accordance with the essence of research. Data collection instruments included structured in depth interview and face-to-face in depth interview. Data were analyzed by descriptive interpretation.
The research found that:
1) Overall the Public’s opinion leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Provincewas rated at high rate level (= 3.90). By considering each aspect, it was found that an aspect with highest mean score was aspect of Relational leadership,aspect of Task–Oriented/Authority Compliance,effectively of the dimension, respectively. As well as the leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province according to the four cardinal virtues (Phrhmwihar 4) were rated at high rate level, found that the Mercy , sympathetic joy, compassion,and detached, respectively.
2) The comparisonof the leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Provincehypothesis by analyzing differences by personal factor such as gender, age, education level, and income. There were found that age, education level, and incomehave different opinions statistically significant at 0.05 level. They were accepted the hypothesis. But the genders have no different of opinion. Therewere rejected the hypothesis.
3) The result of relationship of the leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province such as aspect of Relational leadership,aspect of Task–Oriented/Authority Compliance,effectively of the dimension were related with the management by the four cardinal virtues in high correlation, as significance level of 0.01, according to the hypothesis. The aspect of Task–Oriented aimed at making the public benefit. The aspect of Relational leadership aims to advice on simple way and friendly. The effectively of the dimension can be answer and explain the questions as request.
4) The result of the Developmentof leadership in the public service of Mae Lanna Municipal District, Long District, Phrae Province were found that the task–oriented servicing was served as quickly duty, friendly, hospitable, kindness. The aspect of Relational leadership servicing was serviced as Needful, sincerity, kindness and good answers. And the effectively of the dimension servicing were served as politely speech, quickly working, good communication, and good relationship, softness
