The research methodology is qualitative research comprising of documentary research. The study found that development of the rights of persons with disabilities indicators, namely specific information on the state and condition of the government agencies’ services to persons with disabilities that can be related to the Convention and the said information addresses and reflects whether the services are in accordance with the Convention, resulted in a set of indicators. The set of persons with disabilities indicators includes 5 groups of indicators consist of 112 indicators; divided into 33 structural indicators 36 process indicators and 48 outcome indicators, covering civil rights, political rights, economic, social and cultural rights. Hence, the indicators can be used as a tool for NHRCT, including government agencies to assess and monitor the promotion and implementation of the rights.
