Nowadays, many universities, especially the private ones, have pretty small numbers of research publications because of unclear research management policies, small numbers of quality researchers, insufficient research budgets, and research-support resources. (Sinthawa Kamdit, n.d.) Research management in private universities will be improved if a clear policy formation is established, planning related to policies, easy-to-implement. The efficiency is 83.45/81.40, which is higher than the standard 80/80 set; 2) Mathayomsuksa 1 students learning with computer learning activities based on the concept of constructivist theory to enhance the creative skills of students grade 1 had an average score of post-graduate achievement higher than before learning at the .01 level which was in accordance with the assumptions set and 3) Mathayomsuksa 1 students were satisfied with learning by using computer learning activities based on the concept of constructivist theory to enhance creative skills. Total of 475 person which were stratified by size of school. The instrument used in the study was a questionnaire with a 5-rating scale with a reliability .89. The statistics used of data analysis were percentage, mean, standard deviation, t-test, F-test.</p> <p>The research findings were as follows</p> <ol> <li>The state of the academic administration in basic schools under the jurisdiction of the office of Ubon Ratchathani educational service area 5, found that the overall and individual aspects were at a high level.</li> <li>The Comparison of the opinions of school administrators and academic teacher’s academic administration in basic schools under the jurisdiction of the office of Ubon Ratchathani educational service area 5, classified by work experience, it was found that there were no differences. However, the school size was significantly different at the of.05.</li> <li>The guidelines for academic administration in basic schools under the jurisdiction of the office of Ubon Ratchathani educational service area 5. Course Analysis teachers participated in curriculum analysis. This showed that there is a training program for learning lesson plans and teaching techniques that focus on learners, development of media and media to be used to train the production of learning media. They also provided advanced and appropriate instructional media. Secondary, to compare learning achievement pretest and posttest swimming skills. Health Education and Physical Education Use Davies’ practical skill pattern for elementary students 4. Thirdly, to study the satisfaction of learning the skills of swimming.&nbsp;&nbsp; Davies’ Model of practice skills for Prathomsuksa 4 students.&nbsp;</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The sample group comprised of 26 students fourth grade in the 7 Tessaban School (Bannongtamaphanta-nonkong Bangkok Bank 2) 2<sup>nd</sup> semester of academic year 2017. The research instrument and instrument quality used were lesson plans, learning achievements test and a satisfaction questionnaire. The data were analyzed by using Percentage, mean, standard deviation and t -test</p> <p>The research findings were as follows.</p> <ol> <li class="show">Swimming skills in learning area of Health Education and Physical Education using the Davies instructional model for fourth grade students had the mean 84.65 higher than 80 percent.&nbsp;</li> <li class="show">Learning achievement before and after swimming skill in learning area of Health Education and Physical Education using the Davies instructional model for fourth grade students, posttest was higher than pretest statistically significance at the .01 levels.</li> <li class="show">Satisfaction on swimming skill in learning area of Health Education and Physical Education using the Davies instructional model for fourth grade students was at the highest level. The sample were 64 first-year students in first semester, 2019. The research instruments consisted of 8 lesson plans, before-and-after reading comprehension tests, a reading record form, and satisfaction questionnaire. For data analysis, the researcher employed the mean, standard deviation and percentage, using computer program. The hypotheses of this research was tested by using t-test for dependent samples.
